No, not really.  "'use' the same part of the electromagnetic spectrum" is not really a good way to describe what's going on.

Water is pretty transparent, meaning there aren't a lot of absorptions in the visible part of the spectrum, but light will still reflect and refract light, and it will do so in other parts of the EM spectrum as well.
