You can copy the files you want to keep onto CDs/zip disks/DVDs then un-install Windows and install it properly. If you can't un-install it for some reason, download/buy linux and when you install it you should be prompted whether to delete windows or run linux inside of windows (depending which version of linux you get) once that's done you can install windows, or keep linux if you like it.

I don't think it's likely at all mate. Good on you for thinking outside the square though. My advice is that if you want to make a new theory, thoroughly learn the current/old theories first.

For one thing, your score on an IQ test doesn't determine how smart you are. It determines how good you are at taking IQ tests, which are mainly comprised of logic answers. Secondly, have you ever thought that in the places with lower recorded IQs the smart people are so smart that they see that the above point is right?

I often say things like these more to see what the response will be than to actually make a point. I hate having the same arguments over and over again but I see posts like that and just have to reply... Bush is not a genius, nor is he stupid. He's a smart man.
