did you send it in Japanese? I suspect there area good reasons why they don't use liquid nitrogen. One is that they are having trouble getting any resources to the site due to the destruction caused by the tsunami, so sourcing and then shipping in huge quantities of liquid nitrogen is probably impossible right now. And on top of that there's almost certainly a physical reason why it's not the appropriate coolant.
