Say an undercover government agent attends an anti government protest shouting and pretending to be them. Is this a provocation or is there a different, more accurate word?

  It all depends on context, I suppose. Both incite/provoke can be used to convey the meaning you want, provided they are used in the correct context.

  Incite/incitement seems to be more accurate than provoke/provocation, as the latter can have a much broader meaning or usage.
