He did not say where the electrons and nucleons are placed but hes asked if an element with 2 protons 1 neutron and 13 electrons is possible, I'm not sure though. I will also ask him for a picture. While you can have negative ions in some atoms, they tends to be heavier (more protons), and I suspect getting more than one or two extra electrons bound to the atom isn't going to be energetically favorable.
