Thought Experiment: Convert arbitrary watt/s input to arbitrary joule output using unknown device

We are solving for X, X is a device or combination of components which satisfies the requirements.

Given:
I have a limited source power (ie, 1W)
I have unlimited resources to design electrical components and unlimited time.

Requirement: device must output a 10J pulse.

Allowances,
For my math to work, the device can accept 1W for 10 seconds to be able to output the 10J during a 1 second cycle, assuming no losses, no resistance, etc.

Does a Marx Generator do this?

What X device satisfies this requirement?

Let us say I have a 9V battery. I want to make a spark gap. If I just use a capacitor to bridge the gap what will happen is that the discharge of the capacitor is very quick so the spark won't last long. Say I need the spark for three seconds to ignite fuel but it will only spark for one second. If I use a Marx generator I can make a longer high voltage pulse to ignite the fuel.

So to say wattsecond (joule) can be made from a spark.Does the capacitance necessarily determine the total amp seconds needed to balance an average discharge voltage?

 

What is the exact relationship between this Marx bank and joule output, FV=Ws?

 

If you charge a bank in parrallel you have a different capacitance than when you discharge in series, which capacitance do you use for charge time formula and discharge joules(watts).
