The INBIOSA initiative is based on a profoundly newunderstanding of the role of biology in natural and engineering sciences. Ourdriving argument is that living systems have fundamentally different notions ofself-organization from those in engineering sciences today. “NATURAL CATACLYSMS AND GLOBAL PROBLEMS OF THE MODERN CIVILIZATION”

Background
During the last few years, scientists around the world have been witnessing alarming changes in the environment; these changes are of global significance for the entire planet. Global changes can now be observed throughout all of the Earth, including its core, mantle, lithosphere, hydrosphere, atmosphere, ionosphere, and magnetosphere.

Based on data analysis for earthquakes, volcanic eruptions, tsunamis and other geological and geophysical processes, it demonstrates that the Earth’s geodynamical activity has been continuously increasing over the last 100 years; the tendency has even significantly intensified during the recent decades. This is reflected in the number of fatalities and extent of economic damage caused by natural disasters. A similar situation can be observed in the atmospheric processes, a fact that has been repeatedly indicated in the UN IPCC (Intergovernmental Panel on Climate Change) reports. When combined, global environmental changes caused by anthropogenic and natural factors amplify the resulting negative effect on the progress of civilization.

According one of the world’s largest insurance companies Swiss Re (Switzerland), economic damage from natural disasters in 2010 alone totaled $ 222 billion, which is three times the economic losses for the year 2009 ($ 63 billion). According to the report by the UN Economic Commission of for Latin America and the Caribbean (ECLAC/CEPAL), 2010 natural disasters have killed 300,000 people in Latin American countries, with material damage amounting to 49.4 billion dollars.

It has to be acknowledged that humankind is not prepared to enter the global natural cataclysms era, either technologically, economically, legally, or psychologically. A joint effort by scientists, international organizations and governments of different states under the aegis of the UN is needed in order to take effective measures to counter natural disasters and to minimize the casualties and damage they cause to humanity.

The International Congress will bring together representatives of all interested countries and organizations to convene an emergency forum and collectively discuss the most topical problems with the purpose to reduce casualties and damage caused by natural disasters. The ultimate goal of the Congress is to discuss and approve the “INTERNATIONAL EMERGENCY PROGRAM TO REDUCE RISKS AND NEGATIVE CONSEQUENCES OF NATURAL CATACLYSMS” developed jointly by the International Committee GEOCHANGE, WOSCO, GNFE and a group of international experts aimed to prepare a set of international laws on cooperation of the world community in disaster-stricken areas, prediction of natural disasters, earthquake engineering and other important issues. Following a Congress resolution, the program will be presented to the UN Secretary-General and sent to all countries’ leaders and legislative bodies for consideration and appropriate action. There are some special sections of the Congress: the General Assembly of the International Committee GEOCHANGE on Global Environmental Change and the International Conference “Forecasting Earthquakes-2011”. We can already state that the Congress is going to be attended by representatives of more than 100 countries, with prominent scientists, members of parliaments and governments of various countries, famous social activists and policymakers among them.

INBIOSA Project Workshops:summary



The INBIOSA workshops iBioMath 2011 – Am in SanJose, CA and iBioMath 2011 – Eu in Paris went successfully.
The presentations were good and varied, and raisedmany prompt questions. The discussions afterwards wereinteresting and stimulating. The audiences were larger than expected and yetfocused.

It was noted that many young scientists wish to collaborate andcontribute to INBIOSA.

Some eminent members of the scientific community attended the workshopsin San Jose and Paris.

Interesting conclusions and aquestion fromthe workshops:

Characterising living systems: Considerliving systems as information producers, and also information transducers. Entropy reducing as a necessary condition for a living system, but notas a sufficient condition.

Good metaphor: one would not expect to be able topredict a tsunami simply by understanding the physics of water molecules.

Question: At what point does one start toconsider living systems as cognitive? Bacteria? Salamander?

Scientists: Biology needs a mathematical theory
Scientists have been rallied to do research in the area


We are in need of a theory which describes thebiological processes in living organisms. That was the main conclusion drawnduring the 1st AnnualConference on Integral Biomathics, Stirling University, Scotland (ACIB’2011) held at theend of August. The conference was organised by the EC funded project INBIOSA (www.inbiosa.eu).

The commonly acknowledged opinion is that the problemof modern-day biological science is the absence of a unified theory. Dr. Plamen L. Simeonov (JSRC, Germany), coordinator of the project,commented: “Until now an enormous amount of data has been collected in thescience of life, but that data alone doesn’t make a theory. The time is ripefor the establishment of a research program in the area which will support andeventually lead to the creation of a new biological theory.”

The laws and methods of physics cannot beunconditionally applied to the biological sciences due to the inconsistency ofthe systems in biology, and more generally to the differences in nature of thesubjects studied by these two scientific disciplines. A new type of super-mathematics,unifying and extending diverse fields of mathematics to tackle biologicalproblems is necessary, according to the attending the conference scientists. “We need a mathematics that candescribe such an ever-changing, indeterminate, yet persistent “thing” ,including how it maintains its “identity” within certain boundary conditions,yet ceases to function outside of those boundaries. Such an emergent,developmental and evolutionary mathematics does not exist“, isthe opinion of the scientists.

“Equationsof motion for biological system may not be appropriate. We should seek rules oforganisation for living systems, and also rules of organisation for neuralsystems“, commented Prof. Leslie S. Smith, University of Stirling, UK,co-investigator on the project and organizer of the Stirling conference. “There maybe generalizations of logic which include stochasticity. Further, we shouldalso consider generalizations of information and information theory which mightbe more appropriate for living systems”, he added.

In contrast to the classical science, which is basedon the externalist approach (or third person descriptions) in most of itsareas, we also need to adopt the internalist approach (first person descriptions)when dealing with biological problems.

“We should consider time, and alsoversions of central pattern generators that apply to cognitive (rather thanmotor) systems”, is one of the conclusions the scientists reached.

There is great interest in the topics underlying theINBIOSA project and the problems it tackles are gaining popularity. That isalso shown by the results and discussions from the two workshops that werecarried out: International Workshop on IntegralBiomathics (iBioMath’11-US), San Jose, California, USA, in conjunction with the 2011International Joint Conference on Neural Networks, IJCNN 2011; andInternational Workshopon Integral Biomathics (iBioMath’11-EU), Paris, France, in conjunction with the EuropeanConference on Artificial Life ECAL 11 “Back to the Origins of Alife”, aswell as the Stirling conference ACIB’2011.

The workshops and the conference brought together wellknown scientists from a number of fields among which were Dan Levine, Ralph Abrahams (one ofthe founders of chaos theory), Paul Bourgine, Barry McMullin, Steen Rasmussen, BrianJosephson (Nobel prizewinner in physics), Ron Cottam, Felix Hong and Koichiro Matsuno aswell as other pioneers.



AboutIntegral Biomathics:

IntegralBiomathics is envisioned to discover and establish newrelationships and deliver new insights into the interaction and interdependencebetween natural and artificial (human-created) phenomena for a number ofscientific fields. It is expected to invent and develop new mathematicalformalisms and provide a generalized framework and ecology for research inlife, physical, social and engineering sciences.

The INBIOSAProject was launched in January 2011 with the support of the EuropeanCommission’s 7th Framework Programme. The project will continue until the endof December 2011. The 2011 United Nations Climate Change Conference will be held in Durban, South Africa, from 28 November to 9 December 2011.

The conference is officially referred to as the 17th session of the Conference of the Parties (COP 17) to the United Nations Framework Convention on Climate Change (UNFCCC) and the 7th session of the Conference of the Parties serving as the meeting of the Parties (CMP 7) to the Kyoto Protocol. In addition, the two permanent subsidiary bodies of the UNFCCC – the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Subsidiary Body for Implementation (SBI) – are likely to hold their 35th sessions. The 2010 United Nations Climate Change Conference extended the mandates of the two temporary subsidiary bodies – the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP) and the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA) – so they are expected to meet as well.

A primary focus of the conference will be to secure a global climate agreement as the Kyoto Protocol's first commitment period (2008–2012) is about to end.

Hi all,
I just wanted to make an announcement about a website. It is a site to review and rate scientific papers, which can save people that 'do' research a lot of time finding good manuscripts. The people that started the website think of it as an online journal club. It is free and has no advertising. One of the requirements to be a member is to have a publication, based on having a PMID number associated with your name, but it is free to search and read if you don't meet this criteria. The idea was to have people who have gone through the process of producing a scientific manuscript be the ones to write reviews and rate the papers. I hope that it might be able to help some people here!
